Union Pacific and Norfolk Southern completed their responses to the Surface Transportation Board's supplemental information requests on 27 July 2026, attaching four new voluntary customer commitments. The carriers will roughly double Committed Gateway Pricing eligibility from about 134,000 to 258,000 shipments a year and extend it to agricultural and bulk unit-train customers for the first time, preserve a Class I option for both 2-to-1 and 3-to-2 shippers, add a Targeted Access Program for temporary alternative service during integration, and create a new rate dispute-resolution route if promised benefits lag. The applicants say the end-to-end network would create single-line service on more than 10,000 lanes, open 88,000 new county-to-county lanes and shift 2.1 million truckloads a year to rail for an estimated $3.5 billion in annual shipper savings, with closing targeted for mid-2027.
