The National Development and Reform Commission and the Ministry of Transport jointly issued the Logistics Network Construction Implementation Plan on 28 August, setting out 17 tasks across seven areas. The headline target is to cut the ratio of total social logistics costs to GDP to 13.1% by 2030, 0.8 percentage points below the end of the 14th Five-Year Plan. Around 1,000 multimodal freight nodes will be upgraded during the 15th Plan period, with the first 300 already under way.
