China's Ministry of Transport, National Railway Administration, CAAC and State Post Bureau jointly released the 'Plan for the Development of Integrated Transport Services during the 15th Five-Year Plan' on 24 July 2026. It calls for upgrading freight hubs with processing, cold-chain and postal-express functions, advancing multimodal transport with tailored 'one node, one policy' upgrades at major ports, inland ports, logistics parks and China-Europe rail assembly centres, and normalising coordinated fuel-price and freight-rate adjustment on online trucking platforms. The plan also targets smart logistics, promoting unmanned warehouses, automated terminals and intelligent handling equipment, and the cultivation of integrated logistics service providers.
