President Trump signed a proclamation on June 1 further amending Section 232 tariffs on aluminum, steel, and copper imports, effective June 8. Key changes include expanding the 15% preferential rate from fixed industrial machinery to agricultural equipment and residential HVAC systems; creating an entirely new Annex I-C category for mobile industrial equipment at generally 25% with calibrated 15% rates for certain trading partners; lowering the domestic-content threshold from 95% to 85%; adding aluminum lithographic plates and steel racks as newly covered products; and establishing a USMCA content-calculation methodology. Most provisions sunset December 31, 2027.
