Yantian and Shekou terminals resumed operations on 27 July 2026 after Typhoon Noul cleared the Pearl River Delta, but gate appointments at both facilities were fully booked for the day and congestion replaced weather as the binding constraint. Yantian reported severe road congestion and elevated yard pressure and restricted export full containers to gate-in within seven days of a vessel's estimated time of berthing, with a daily intake cap of about 9,000 boxes. Off-dock container yards accumulated heavy backlogs, pushing up storage fees and truck waiting charges and raising the risk of missed vessel cut-offs; Shekou said it would adopt the same ETB-7 rule from 3 August with a per-sailing ceiling at 120% of the maximum loading of the past three months.
