The European Union will introduce a flat EUR 3 customs duty per item on all low-value imports (under EUR 150 intrinsic value) effective July 1, 2026, ending the long-standing de minimis exemption that has underpinned the cross-border e-commerce model. The duty applies per individual customs classification within each shipment — a parcel containing items in three different tariff categories incurs EUR 9 in total. With IOSS-registered non-EU sellers accounting for 93% of EU cross-border e-commerce imports, the measure will force a wholesale recalibration of pricing, profitability, and supply chain strategies for platforms and brands selling into the EU from outside the bloc.
